Since 1952, Dalai Lama has started reform committee and some reforms were carried out. Handful of Tibetans outside Tibet started the process of democratization and put in place elected political leadership in 2001. Since then, Tibetan Government in exile drifted into a new face of Governing System of Tibetans around the world where there is a leader with no territory, no military power, no international recognition, limited revenue and an electorate riven by political, regional and religious rivalries.
